South-East Asia’s ASEAN AI hedging strategy is more advanced than it looks, but talent shortages, energy fragility and political fragmentation threaten to make it opportunistic rather than deliberate.
Only two of the ten ASEAN members, Singapore and the Philippines, have signed the US-led Pax Silica semiconductor framework. The others, including Malaysia, Indonesia and Thailand, are keeping a foot in both camps.
Malaysia’s chip position makes ASEAN AI hedging strategy credible
Malaysia sits at the core of the region’s balancing act. The country accounts for 13% of global outsourced semiconductor assembly, testing and packaging, and its electrical and electronics sector makes up 44.3% of total exports.
In 2024, Malaysia shipped US$16.2 billion worth of chips to the US, representing almost 20% of all American semiconductor imports, according to The Edge Malaysia. Kuala Lumpur has also set its sights on raising its global semiconductor packaging, assembly and testing market share to 15% by 2030, Reuters has reported.
Malaysia’s former trade and industry minister has explicitly stated that the country’s policy of neutrality includes securing access to chips from both Nvidia and Huawei. That dual-access position underpins the wider ASEAN AI hedging strategy.
Energy and talent remain the region’s weak points
The strategy faces two structural constraints: power and people.
Coal and gas supply roughly 70% of electricity generation across the top six ASEAN data centre markets. Indonesia’s blackouts in mid-2026, partly triggered by events in the Middle East, exposed how fragile that base is.
Investment is flowing in regardless. A 360 MW Batam campus in Indonesia will run 170,000 Nvidia accelerators from Q1 2027, operated by Australian AI infrastructure firm Firmus Technologies and co-developed by Singapore-headquartered DayOne. Indonesia supplies the land and power; partners supply the capital and compute.
Five ASEAN states are now actively pursuing nuclear energy to plug the gap. Singapore is studying the feasibility of Small Modular Reactors. Vietnam’s government signed an intergovernmental agreement with Russia’s Rosatom in Moscow in March 2026 covering two VVER-1200 reactors for the Ninh Thuan 1 nuclear power plant.
Talent is a separate problem. Malaysia needs 50,000 engineers but produces only 5,000 engineering graduates per year. Smaller economies such as Cambodia and Laos face even sharper constraints, making capacity building a more immediate priority than geopolitical hedging.
Singapore and Indonesia are each leaning on different assets. Singapore is using its scarce land and population to build regulatory authority over data centres and sustainability standards. Indonesia is offering abundant land and potential for power generation to global cloud and AI providers, even as it grapples with underdeveloped infrastructure and human capital shortfalls.
Thailand, meanwhile, has a mature electronics and electric vehicle sector with a sizable Chinese presence. All three have stayed outside the Pax Silica framework.
Nuclear partnerships illustrate just how wide ASEAN’s net is being cast: partners now include not only the US and China but also Russia, India, Japan, South Korea and the European Union.
For the ASEAN AI hedging strategy to move beyond gap-exploitation and into something more durable, analysts behind the research argue that members with stronger human capital and infrastructure will need to scale up their domestic AI capabilities. Malaysia’s push for a 15% share of global chip packaging by 2030 will be one concrete test of whether that ambition is matched by delivery.
